Recently, to accelerate the implementation of the manufacturing supply chain enhancement project and promote the deep integration of the modern supply chain system into the manufacturing industry chain, the Ministry of Industry and Information Technology, together with the Ministry of Transport and the Ministry of Commerce, issued the "Guidelines for Improving the Supply Chain Management Level of Manufacturing Enterprises (Trial)" (hereinafter referred to as the "Guidelines"). What is the background for the preparation of the "Guiding Opinions"?

In recent years, countries around the world have increasingly focused on addressing climate change, accelerating the application of new energy, and promoting green and sustainable economic and social development. At the same time, economic and social trends show electrification of energy consumption, low-carbon power generation, and informatization of production and consumption. The integration and innovation of information flow and energy flow, watts and bits, are accelerating, triggering an investment boom in new energy-related fields. The deepening integration of electronic information technology and new energy demand, following the steam engine and coal, internal combustion engine and oil, electronic computer and nuclear energy, has become an important symbol of a new round of industrial revolution, giving rise to the energy electronics industry focusing on solar photovoltaic, new energy storage products, key terminal applications, and key information technologies.

The energy electronics industry is a general term for electronic information technologies and products that produce, serve, and apply energy. It is not only an important part of implementing the strategies of building a manufacturing power and a cyber power, but also the material foundation for new energy production, storage, and utilization, and a backbone force for achieving carbon peak and carbon neutrality goals. The "Guiding Opinions" establishes the basic principles of market leadership and policy support, overall planning and integrated development, innovation-driven and open cooperation, safety, efficiency, and sustainable development, and proposes main development goals. By 2025, breakthroughs in industrial technology innovation will be achieved, the industrial foundation will be advanced, the industrial chain modernization level will be significantly improved, and the industrial ecosystem will be basically established. Based on the era background and industrial development trends, the "Guiding Opinions" highlights the integrated development of "photovoltaic, storage, terminal, and information" ("light-storage-terminal-information"), emphasizes directional guidance, strengthens supply capacity enhancement, and focuses on cultivating the environment.

First, emphasize integrated development. Based on the era background of the integration and innovation of electronic information technology and new energy demand, the "Guiding Opinions" proposes to promote coordinated and integrated development of the entire energy electronics industry chain centered on "photovoltaic, storage, terminal, and information," enhancing new energy production, storage, transmission, distribution, and terminal application capabilities. Second, emphasize directional guidance. The "Guiding Opinions" clarifies key technological development directions, promotes intelligent, green, and safe industrial development, and drives the application of new technologies and new products in key terminal markets. Third, enhance supply capacity. The "Guiding Opinions" aims to rely on China's competitive advantages in photovoltaic, lithium-ion battery, and other industries, starting from the supply side, focusing on manufacturing, guided by hard technology, and targeting industrialization, to accelerate technological breakthroughs and improve product supply capacity in various fields of energy electronics. Based on the current industrial development status and foundation, the "Guiding Opinions" proposes six key tasks.

First, Deeply promote coordinated and integrated development of the entire energy electronics industry chain by strengthening coordination of supply and demand ends, promoting full industry chain collaboration, and improving the technology innovation support system. Second, Enhance supply capacity by developing advanced and efficient photovoltaic products and technologies, and developing safe and economical new energy storage products. Third, Support key terminal market applications by promoting demonstration of advanced products and technologies, supporting integrated development in key fields, and increasing promotion of applications in emerging fields. Fourth, Promote the development and innovative application of key information technologies by developing key information technologies oriented to new energy, and promoting intelligent manufacturing and operation and maintenance management. Fifth, Promote healthy and orderly industrial development by strengthening the construction of public service platforms, improving the industrial standard system, strengthening industry regulation, and ensuring safety risk prevention. To coordinate and promote the deep integration of modern information and energy technologies, photovoltaic and energy storage, the "Guiding Opinions" proposes three major special actions, respectively focusing on leveraging solar photovoltaic as the main force of new energy production, new energy storage products as the ballast stone of the new energy system, and key information technologies as the engine driving new energy advancement.

First, the action to enhance the supply capacity of solar photovoltaic products and technologies. It proposes specific development directions for crystalline silicon cells, thin-film cells, photovoltaic materials and equipment, intelligent modules and inverters, systems, and operation and maintenance. Second, the action to enhance the supply capacity of new energy storage products and technologies. It proposes specific development directions for lithium-ion batteries, lithium battery materials and equipment, sodium-ion batteries, flow batteries, hydrogen storage/fuel cells, supercapacitors, other new energy storage technologies and products, battery system integration, testing and evaluation, recycling, and intelligent early warning and security of energy storage systems. Third, the action to enhance the supply capacity of key information technology products in energy electronics. It proposes specific development directions for optoelectronic devices, power semiconductor devices, sensitive elements and sensor devices, light-emitting diodes, advanced computing and systems, data monitoring and operation analysis systems.

 

What are the guarantee measures to promote the implementation of the "Guiding Opinions"?

The effective implementation of the "Guiding Opinions" requires close cooperation among various departments, localities, and relevant units, leveraging their respective advantages to complement and promote each other, forming a joint force. The "Guiding Opinions" focus on a "combination punch" approach and propose four aspects of guarantee measures.

First, Strengthen industrial overall coordination. Encourage industry associations, industrial alliances, research institutions, and others to accelerate construction and development, fully playing the public service and support roles of industry organizations. Accelerate the cultivation of a batch of high-quality energy electronics enterprises. Comprehensively utilize various financial tools such as credit, bonds, funds, and insurance, encourage banks to standardize the innovation of financial products and services, and increase support efforts. Based on prudent assessment, guide social capital and others to establish diversified market-oriented industrial investment funds in the energy electronics field, exploring new models of social capital investment.
